Spencer McIntyre d4b196b309 Update exploits to note target authors 
Target authors were selected based on comments that indicated that the
author was only responsible for a set of descrete targets. Authors that
were noted as assisting with target testing, check module development,
etc. were left at the module level.

This reverts commit f97ab80224, reversing
changes made to c8f942cc03.

This change impacted the default `psexec` powershell target and needs further
testing to be reintroduced.

Francesco Soncina a449941615 use PSH-EncodedCommand for EncodedCommand in launcher 
Since `Powershell::encode_final_payload` and `Powershell::encode_inner_payload` are already used in `cmd_psh_payload`, so it's better to have a dedicated option for the encoded launcher.
